Upgrades to a particular version cost the same, regardless of which version you are upgrading from, so yes, you can skip FoxWeb 4.

If you want to install FoxWeb on a second computer and also keep it on the original computer, then you need to purchase a second license. However, if you don't need to keep FoxWeb on the original computer, you can simply uninstall it from there and then install it on the new computer.
If you want to stay with FoxWeb 3.X, you can download the installer from http://www.foxweb.com/download/fw3.exe. Alternatively, you can purchase an upgrade license for FoxWeb 4.

I am using FoxWeb 3.1. Now I want to install FoxWeb onto another XP PC.
Can i just download FoxWeb from FoxWeb site to the new PC and use it
with the old software key? Do I have to purchase an upgrade? as I guess what I download will be ver. 4.0.
