When running with the VFP run-time DLL, FoxWeb automatically compiles fwx and prg files that are referenced in URLs, but it does not compile any programs that are not referenced directly. In order to run code in such programs, you must compile them manually. You can compile programs by using the COMPILE command in VFP, but you can also use the internal fwAdmin script (recommended), or the fwCompile object.

When I attempt to run the ContactMine2 sample, I get the following:

In fact, there is a file GetNextId.prg in c:\documents and settings\all users\documents\foxweb\scripts\contactmine2\
I'm using IIS and I'm relying on the vfp 9 run-time dll - which I'm assuming was installed by FoxWeb.
