It is not recommended that you replace the error handler, other than in very specific situations.  If you simply want to change the error message that goes to the customer, you can do so by specifying a different handler in the Configuration page of the FoxWeb Control Center.

If you want to temporarily use your own handler to work around a specific error, you can do so as follows:

OldHandler = ON('ERROR')
ON ERROR ... (your handler)
...(some code that needs special error handling)
ON ERROR &OldHandler

In FoxWeb the ON("ERROR") returns:
DO err_rprt WITH ERROR(), MESSAGE(), LINENO(), MESSAGE(1), SYS(16)

Where do we find err_rprt?
That is, how can run my own error routine, and then trigger and reset to the FoxWeb error routine?
