There are two possible culprits:

1. The location where ContactMine2 is located does not correspond to the location indicated in the URL:
The URL you are using will cause FoxWeb to look for a file called contact.fwx, contact.prg, or contact.fxp in the FoxWeb program root.  This location can be found in the FoxWeb Control Center and in the default installation is c:\Program Files\FoxWeb\Programs.  However, the setup program normally installs the ContactMine application in c:\Program Files\FoxWeb\Programs\ContactMine2.  If you have left the files in their original location and have not changed the default program root, then you need to be using the URL http://localhost/scripts/foxweb.exe/ContactMine2/contact.fwx (or simply http://localhost/ContactMine2/contact.fwx).

2. Are you using the VFP run-time DLL?  If yes, then you will first need to compile contact.fwx with FWXCompile.exe, using a full version of VFP.  For details please refer to the FoxWeb documentation.

You can easily build the application you describe with FoxWeb.  The ContactMine2 sample application illustrates all the techniques that you would need to use to achieve the desired functionality, with the exception of interacting with a SQL (as opposed to a FoxPro) database.  Of course the VFP documentation has plenty of examples on how to interact with external databases via remote views and SQL pass-through, so it should not be hard for you to figure out how to do this.
